

Sir Adrian Montague
Chairman
From 1997 to 2001 Sir, Adrian Montague held senior positions concerned with the implementation of the Governments strategy for involving the private sector in the delivery of public services, first as Chief Executive of the Treasury Taskforce, and then as Deputy Chairman of Partnerships UK plc. Since 2001 he has played a leading role in the creation and financing of Network Rail and in the restructuring of British Energy. He also led the government's review of Crossrail, the project to build an east-west rail link under the centre of London.
Colin Busby
Non-executive Director
Colin is a chartered accountant who has spent most of his career at Kier Group which he joined in 1969. Having held a number of financial and management positions in both the UK and overseas businesses, he was in July 1992 appointed Chairman and Chief Executive of the Group, until May 2003 when he became Chairman. During this time Colin led the employee buyout from Hanson in July 1992 and the subsequent flotation on the London Stock Exchange in December 1996. He retired from Kier in December 2004. Colin was Chairman of the Major Contractors Group from July 2001-July 2003 and President of the Chartered Institute of Building from June 2003-June 2004.
Cressida Hogg
Director
Cressida joined 3i in 1995, having spent three years with JP Morgan in London. Cressida has worked in London and across the South on a wide range of MBO and private equity deals. She now leads 3i's newly-established Infrastructure team. Recent investments include Mater, Huntswood and Petrochem Carless. She has a BA (Hons) Politics, Philosophy & Economics from St John's College, Oxford and an MBA from the London Business School.
Neil King
Partner
Neil joined 3i in 2005 as a partner in its Infrastructure Team. He played a leading role in the acquisition of Anglian Water and the IPO of 3i Infrastructure Limited on the London Stock Exchange and has also been heavily involved in the raising and investing of the 3i India Infrastructure Fund.
Neil joined 3i from Innisfree, a leading independent PFI investment fund. He spent the previous 15 years in the investment banking sector focusing on major infrastructure projects and has led the funding for a large number of transactions.
Chris Elliott
Director
Chris is a Managing Director of Barclays Capital and responsible for all of Barclays Private Equity Infrastructure Investing, a business he founded in 1996. Currently BPE manages either jointly or in its own right over £650 million of funds, it has in excess of 60 investments in projects with a value in excess of £5 billion. He developed the financial structure for the Dartford Crossing, the first PFI project completed in 1986. He has subsequently been involved in many projects including Second River Crossing, Tagus Bridge, PFI Hospital at Norwich, Swindon and South Tees and schools in various parts of the UK. Prior to his current position he was Managing Director and Head of the Infrastructure Advisory Group at BZW, a business he founded in 1989 when joining BZW from Bank of America. From September 1994 until December 1995 he was seconded to the Private Finance Panel. He is currently on the Advisory Council to the Kennis-Centrum in Holland, is a member of the NHS Foundation Hospital Trusts Financing Facility Investment Committee and was on the Steering Committee of Partnerships UK.
Nigel Middleton
Director
Nigel is a Director of BPE where he specialises in infrastructure investment. He has been closely involved with the development of the UK PFI/PPP market over the last ten years, having led the PFI/PPP advisory team at PricewaterhouseCoopers before joining BPE in 2002. Prior to his involvement in infrastructure, he specialised in corporate finance advice with PricewaterhouseCoopers.
Matthew Vickerstaff
Director
Matthew is Managing Director and Regional Head of SG CIB's project finance business in Europe, Middle East & Africa. He is responsible for a team of 54 professionals working across the infrastructure, power and oil & gas sectors, based in London, Paris, Madrid, Milan and Dubai. Before becoming responsible for SG CIB's broader EMEA project finance business, Matthew was global head of Infrastructure, project finance at SG CIB and has experience of transacting transportation, PFI/PPP and water and environment transactions in a number of different jurisdictions including the UK, Spain, Portugal, Germany, France, Greece, Canada, Mexico, Chile, Oman etc. He has over 12 years of PFI/PPP experience - being involved at the inception of PFI in 1992.
Nicholas Scott-Barrett
Director
Nicholas is a Director in SG CIB's Project Finance Team, where he has responsibility for SG CIB's equity investment and mezzanine lending for infrastructure projects. He has 25 years experience in Project Finance, and ten years experience in PFI/PPP as lender, advisor and equity investor in the health, courts, accommodation and defence sectors. He has been closely involved in the Fund since its inception.
